The Vex Strike Force event on Neomuna can drop the Lost Sector exotics now. You still have to own the expansion associated with the exotic to get the drop. However also, just making sure, you need Beyond Light as it is a Beyond Light-era exotic. I believe both sources require you to have Beyond Light first, but yes, Necrotic Grip can drop from both of them.

You just need to hang out in the incursion zone and wait for it appear.There's a discord that pings every time a Strike Force spawns, and people will list their Bungie name to allow players to join them for the public event to fill up the instances. When you notice it's a vex strike force head there asap. If no one is there then return to orbit and load back into Neptune and go to the event again. ….

Vex strike force spawns once in a blue moon and even then the exotic drop is not focused in any way. It’s an absolute joke. ...
